Integrity provides Monitoring and Evaluation support to Expertise France’s Health Recovery in North East Syria (HERNES) project. HERNES aims to strengthen the stability and resilience of populations in North East Syria by improving their living conditions, and in particular, access to essential health services that are reported to be a core issue for families seeking stability and resilience. The delivery of services focuses on four result areas: –

  • Access to primary health care;
  • Access to dialysis;
  • Access to comprehensive emergency obstetric services;
  • Access to technical training for the local partner’s medical and non-medical staff.

To respond to the challenges of the project with a robust evidence base that leads to increasingly accountable, aware and adaptive implementation in Syria, Integrity is working with Expertise France and their local partner to build a pragmatic and operationally relevant risk matrix. This includes the development of mitigation measures to ensure that risks can be monitored and managed proactively throughout the life of the project.

Integrity supports HERNES in the design and implementation of its M&E plan. As part of this project, we are conducting a baseline study which aims to inform the implementation and the M&E activities of the project. The project will be followed by an end-line study which will allow us to measure the project impact at outcome level and its possible contributions to the intended Specific Objective of early recovery and stabilisation in northeast Syria.

Our team of enumerators in Syria collect data using different tools such as health facilities’ observation checklists, community surveys, patient surveys and key informant interviews with health administration and professionals. We also deliver quarterly monitoring reports and provide coaching to the partners’ team throughout the lifetime of the project.
